PAPER SUBMISSION PROCEDURE
Camera-Ready submissions are due on August 23, 2019. Please read and follow the below instructions carefully while preparing the camera-ready submissions. Author names and affiliations should be included in the camera-ready submission.
1. PREPARE A FULL-LENGTH PAPER
The paper should be max. 6 pages in accordance with IEEE Signal Processing Society policy and procedures in ICASSP style format. See further Code of Ethics and Policies for general ethical and IPR (intellectual policy rights) policies.
Please carefully comply with the guidelines specified in the templates below including selecting correct copyright statement.
Papers which do not fulfill the requirements can not be published.
Most authors should use the standard copyright statement: 978-1-7281-0824-7/19/$31.00 ©2019 IEEE
The first page contains a conference header and copyright information at the footer. Please click here to view the correct layout (PDF). Please pay attention to that most authors should use Copyright notice 4.
Templates for preparation of manuscript in accordance with guidelines:
LaTeX style file with margin, page layout, font, etc. definitions.
BiBTeX style file with bibliography style definitions.
LaTeX template file, an example of using the "spconf.sty" and "IEEEbib.bst" files above. View as PDF.

2. CONVERT INTO PDF AND CHECK COMPLIANCE OF PAPER
Supported paper file formats is: Portable Document Format (PDF).
During camera-ready submission, It is mandatory to make sure that the PDF is in agreement with IEEE PDF Specification format. This requires that the monochrome resolution is 600dpi, color and gray scale resolution are 300dpi and that all fonts are embedded and subsetted.
You are required to use IEEE PDF eXpress service to convert into a compatible PDF file or check the compliance of your PDF paper.
Please provide the exact reading of status field message of your converted or checked paper on the PDF Express web page. The message should be entered during camera-ready paper submission procedure on Microsoft CMT.

On the site click on the link "New Users - Click Here" and fill in your information to register. You will need the Conference ID which is: 46386X.
After registration, you will need to use this account to re-access. If you already have an account, you can use your existing account with the above Conference ID.
You will receive a PDF eXpress account confirmation, please do not pay attention to the mentioned submission deadline.
3. PAPER UPLOAD AND REGISTRATION OF COPYRIGHT FORM
Click here (submission will be active after July 30, 2019) to upload the PDF version of your paper and submit an IEEE Copyright form. Please use your Microsoft CMT account to submit camera-ready version of your paper and submit an IEEE Copyright form to MLSP 2019. Note that IEEE Copyright form submission will be completed on Microsoft CMT during the the camera-ready paper submission. During Camera-ready submission on Microsoft CMT, authors will be redirected to IEEE eCF site to submit copyright form. After filling out the IEEE copyright form on eCF site, authors need to download the form and upload it into CMT.
Uploading of the paper can be done multiple times until the deadline; however, you should only submit the Copyright form once.
When submitting the paper you accept the general ethical and IPR (intellectual policy rights) policies as well as the IEEE privacy policies.
